La ciudad de La Serena fue escenario la semana pasada de ExpoAgryd en Terreno, un evento organizado por la Asociaci\u00f3n Gremial de Riego y Drenaje (AGRYD), con el apoyo de ProChile.<\/em><\/strong><\/p>\n\n\n\n

La jornada reuni\u00f3 a representantes del sector agr\u00edcola, expertos t\u00e9cnicos y autoridades para analizar la realidad h\u00eddrica de la zona, presentar soluciones y definir estrategias que permitan una gesti\u00f3n m\u00e1s eficiente del agua y un impulso a las exportaciones.<\/p>\n\n\n\n

La regi\u00f3n, que enfrenta una sequ\u00eda prolongada, ha visto sus embalses operar muy por debajo de su capacidad. El embalse La Paloma, por ejemplo, se encuentra al 7% de su volumen, y otros est\u00e1n bajo el 20%. Esta situaci\u00f3n, expuesta por Alex Cort\u00e9s, gerente de la Junta de Vigilancia del R\u00edo Elqui, subraya la urgencia de adoptar medidas concretas.<\/p>\n\n\n\n

Medidas de adaptaci\u00f3n y avances en la gesti\u00f3n del agua
<\/strong>Frente a este escenario, agricultores y juntas de vigilancia est\u00e1n implementando diversas medidas de adaptaci\u00f3n. Cort\u00e9s inform\u00f3 que el 95% de las acciones de agua del R\u00edo Elqui est\u00e1n controladas mediante telemetr\u00eda, con compuertas autom\u00e1ticas, y control a distancia. Adem\u00e1s, la tecnificaci\u00f3n del riego en frutales en la regi\u00f3n alcanza el 85%.<\/p>\n\n\n\n

Gustavo Ricke, gerente general de Agr\u00edcola El Cerrito, comparti\u00f3 la experiencia de su campo en el Valle del Elqui. La empresa ha invertido en equipos de riego (caudal\u00edmetros, v\u00e1lvulas, filtros y sistemas de inyecci\u00f3n de fertilizantes), as\u00ed como en hardware y software para monitoreo y control remoto.<\/p>\n\n\n\n

A pesar de depender exclusivamente de aguas superficiales, lograron un \u00abbalance h\u00eddrico positivo\u00bb la \u00faltima temporada, con un super\u00e1vit superior a los 500.000 metros c\u00fabicos de agua, gracias a la tecnificaci\u00f3n y al monitoreo constante. \u00abSabemos exactamente, hasta el mil\u00edmetro, cu\u00e1nto gastamos en cada uno de nuestros cuarteles\u00bb<\/em>, afirm\u00f3 Ricke.<\/p>\n\n\n\n

V\u00edctor Mu\u00f1oz, gerente de PER Fruticultura Sustentable Coquimbo, propuso una metodolog\u00eda de c\u00e1lculo que introduce el concepto de \u00abproductividad econ\u00f3mica del agua\u00bb como m\u00e9trica clave para el sector. Seg\u00fan sus datos, cultivos como el limonero y el cerezo presentan la mejor rentabilidad por metro c\u00fabico de agua en la regi\u00f3n. A\u00f1adi\u00f3 que, aunque la superficie frut\u00edcola ha sufrido ajustes, hoy presenta una mayor diversificaci\u00f3n.<\/p>\n\n\n\n

Regulaci\u00f3n y agua: El llamado a una pol\u00edtica de Estado
<\/strong>El panel \u00abAgua y Regulaci\u00f3n: Construyendo Caminos para una Gesti\u00f3n Eficiente\u00bb abord\u00f3 tanto los avances como las trabas actuales.<\/p>\n\n\n\n

En el debate, Alejandra Mar\u00edn, gerente de la Sociedad Agr\u00edcola del Norte, enfatiz\u00f3 que la clave para avanzar en eficiencia es la inversi\u00f3n, tanto en grandes obras como en la tecnificaci\u00f3n de cada predio. Sin embargo, se\u00f1al\u00f3 que esto no siempre es factible para los peque\u00f1os agricultores, quienes, pese a contar con los beneficios de la Ley de Riego, enfrentan obst\u00e1culos incluso para inscribir correctamente sus derechos de agua.<\/p>\n\n\n\n

Jos\u00e9 Miguel Mor\u00e1n, gerente general de AGRYD, coincidi\u00f3 en que la agricultura ha avanzado en el diagn\u00f3stico, pero a\u00fan muestra rezagos en la ejecuci\u00f3n. Si bien existe conciencia institucional sobre los desaf\u00edos, persisten trabas burocr\u00e1ticas, superposici\u00f3n normativa y una d\u00e9bil articulaci\u00f3n entre agencias p\u00fablicas, lo que ralentiza la implementaci\u00f3n de soluciones en terreno.<\/p>\n\n\n\n

Adem\u00e1s, hizo un llamado a agilizar la Ley de Riego, para que contemple con m\u00e1s fuerza las inversiones para la renovaci\u00f3n de los sistemas de riego existentes.<\/p>\n\n\n\n

En esa l\u00ednea, el abogado Sebasti\u00e1n Leiva advirti\u00f3 que los cambios de punto de captaci\u00f3n de derechos de aprovechamiento de aguas pueden tardar entre dos y tres a\u00f1os, afectando la legalidad del uso.<\/p>\n\n\n\n

Francisco Meza, investigador de INIA Intihuasi, subray\u00f3 que la disminuci\u00f3n de la disponibilidad de agua dulce avanza m\u00e1s r\u00e1pido que la capacidad de respuesta actual, por lo que llam\u00f3 a \u00abreducir la demanda\u00bb del recurso.<\/p>\n\n\n\n

Hubo consenso entre los panelistas en torno a la necesidad de establecer una pol\u00edtica de Estado del agua, basada en criterios t\u00e9cnicos y no sujeta a los vaivenes de cada administraci\u00f3n.<\/p>\n\n\n\n

Llevando la tecnolog\u00eda del agua a las regiones
<\/strong>Desde el a\u00f1o 2022, AGRYD organiza ExpoAgryd en Santiago. Este a\u00f1o, sin embargo, el gremio decidi\u00f3 descentralizar la actividad y llevar el conocimiento y las tecnolog\u00edas para optimizar el uso del agua hacia las regiones agr\u00edcolas.<\/p>\n\n\n\n
